The US Tanzania sanctions bill would push the administration of President Donald Trump to review ties with the East African nation. The move comes after reports of violence and political repression following Tanzania’s disputed presidential election last year. The legislation reflects growing concern in Congress over democratic decline and human rights abuses in the country.

The bill has been introduced by Senator Jeanne Shaheen, a Democrat from New Hampshire, and Senator Ted Cruz, a Republican from Texas. It outlines potential sanctions on Tanzanian officials and a freeze on US security assistance. Lawmakers argue the response is necessary due to what they describe as democratic backsliding. The bill also signals a rare moment of bipartisan agreement on foreign policy pressure. It focuses on accountability for alleged abuses linked to the election crisis.

Shaheen said Tanzania has been an important partner in East Africa. However, she warned that recent events cannot be ignored. She said the United States must stand for democratic values, human rights, and the rule of law. Her statement emphasized the need for a firm response. The bill is framed as a defense of democratic principles. It seeks to increase pressure on Tanzanian authorities to change their actions.

Cruz took a more specific stance, pointing to alleged religious persecution. He accused the Tanzanian government of targeting Christian communities. He cited reports of political repression, ballot manipulation, and abductions of religious leaders. He said the legislation aims to stop what he described as a campaign of abuse. His remarks highlight concerns about both political and religious freedom. The bill combines these issues into its foreign policy approach.

The legislation would require the US State Department, led by Secretary Marco Rubio, to complete a full review of US-Tanzania relations within 90 days. This review would assess democratic conditions in Tanzania and examine US security assistance programs. It would also analyze Tanzania’s growing relationship with China. Lawmakers want a clearer picture of geopolitical alignment in the region. The review is intended to guide future US policy decisions.

The bill also directs US officials to identify Tanzanian leaders linked to alleged human rights violations. These include claims of abductions, killings, and suppression of opposition figures. Those identified could face asset freezes and visa restrictions. The proposal aims to hold individuals accountable rather than only targeting institutions. It represents a targeted sanctions approach. The goal is to pressure decision-makers directly.

US development funding and security assistance to Tanzania would be suspended under the bill. This would remain in place until specific reforms are implemented. These reforms include releasing political prisoners and improving electoral transparency. Lawmakers are also calling for stronger protections for media freedom. The conditions set a high bar for restoring aid. The bill ties assistance to governance improvements.

The proposal comes after reports of widespread violence following Tanzania’s disputed election. Civil society groups and media accounts say hundreds of people were killed during protests. The election results declared President Samia Suluhu Hassan the winner with nearly 98 percent of the vote. However, the outcome has been widely contested. Critics argue the process lacked fairness and transparency. The bill describes the election as fraudulent and illegitimate.

A major focus of the legislation is opposition leader Tundu Lissu. He is currently on trial for treason. His supporters argue the case is politically motivated. His party was barred from participating in the election. He has also been detained since April last year. A United Nations body has previously said his detention was arbitrary. His case is being used as a key example in the bill.

Legal representatives for Lissu argue that Tanzania is violating international law. They warn that officials involved in the case could face personal consequences. This includes the possibility of targeted sanctions. The legal team says the situation reflects a broader pattern of repression. The case has drawn international attention. It has become a symbol of the political crisis.

The bill is also seen as a message to other African countries heading into elections. Ethiopia is preparing for national elections, while Kenya is expected to vote next year. Lawmakers say the US cannot ignore shrinking democratic space in strategically important regions. The proposal is intended to signal consequences for political repression. It reflects a broader shift in US foreign policy messaging.

The Tanzanian government has rejected the criticism. In a statement, it said it is engaging with the United States on a review of bilateral relations. It also said it remains committed to strengthening cooperation. Officials have denied accusations of systematic repression. They argue that they respect human rights and sovereignty. The government maintains that its electoral process was legitimate.

The US State Department responded cautiously to the bill. It said the US does not seek to lecture other countries. It added that it encourages respect for human rights and fundamental freedoms. The statement avoided direct comment on the specific allegations. This suggests a more measured diplomatic approach. However, the congressional proposal indicates rising pressure for stronger action.
